Incident at DEER LAKE NL (CYDF) (ATS operating irregularity)

Summary

1998-02-18: The C150, on a flight from Springdale, reported inbound from the south east for landing on RWY 25. ETA 1408z. C-FGWT was #1 to taxi for departure RWY 07 south east bound for St. John's. C-FGWT was given advisory and clearence at 1401z and told to stand by for update on the inbound traffic. At 1401z C-FYKP was asked position and altitude. The pilot replied that he was at 700ft. FSS asked for confirmation of 700ft to the south east. The pilot of C-FYKP replied "Affirmative". C-FGWT departed at 1402z. Loader 152 then requested permission to cross the runway at Taxiway A. FSS then observed the C150 inside the junction beacon on final approach for RWY 25 with the Aero Commander directly above him during climb out. The loader was instructed to hold short. The student pilot landed the C150 safely at 1404z. TSB no involvement.
