Incident at Approx. 48N/50W (ATS operating irregularity)
Summary
1997-03-25: The Canadian Military C130 was eastbound at 50W and requested a clearance from FL210 to FL230. The aircraft was out of VHF range to Gander FSS so the MD11 passing 49N/50W at FL290 was relaying the message to Gander FSS on behalf of the C130. The MD11 told FSS about the request and the FSS advised this crew that the request was given to ATC and was waiting for a reply. Then the MD11 crew told the C130 crew "FL230 is fine" and the C130 climbed to FL230. Gander is filing an altitude deviation. TSB no involvement.
