Incident at FREDERICTON INTERNATIONAL AIRPORT (ATS operating irregularity)
Summary
1997-03-25: The aircraft was conducting a VFR flight in the MF area without without prior notification of intentions or making radio contact. The aicraft was observed moving to the south side of the ramp. It entered Taxiway "A", then proceeded to Runway 27 and departed westbound over the city. A PA28 was on final for Runway 27 at the time and another PA28 was on a downwind leg. The C172 did not respond to any calls from FSS. The two aircraft in the circuit were notified of the C172 NORDO activity and carried out the necessary action to avoid conflict.
