Summary
1996-01-19: When departure advisory was relayed to a C172, five vehicles were on runway but only four were instructed to exit. At 1726z, four vehicles were on runway when arrival advisory was relayed to inbound PA31. Two were instructed to exit. One vehicle was left on runway 07 and told to hold short. The fourth was left on the runway.
