Incident at VICTORIA INTL BC (CYYJ) (ATM - ILS irregularity)
Summary
1995-04-20: Aircraft was on flight SEA to YYJ being vectored to final for ILS 09. Tower had ILS on 27 for Aircraft that was training. QXE was given the approach, noticed North of the localizer at 2200. Turned south at that point to reintercept and then he called the field and was given the visual.Tower had not swithed ILS to the right runway. Aircraft concerned that frquency the same for either end on localizer and dme, could be very misleading.
