Summary
1995-04-01: At 1220Z the pilot called Williams Lake FSS via cellular phone advising that he was unable to activate ARCAL runway lighting. FSS contacted airport manager. At 1229Z C-FMTC contacted FSS on 126.70 and advised that he had departed without runway lights.
