Summary
1995-04-03: The aircraft was enroute from Bellingham to Seattle under the control of Vancouver ACC. Vancouver ACC was unable to raise Seattle so aircraft had to circle. Communications with Seattle was restablished at 1331Z and the aircraft continued.
