Summary

1996-04-23: While conducting an IFR Loc/Dme approach to Rwy 15 at Kelowna, the aircraft was observed on radar to descend to 5200' 5nm SE of WTMAN intersection. The mountain peaks in that area are 5500'. The pilot was alerted and observed to climb back up to 8,000'.
