Summary
1995-09-11: FAB861 was inbound to YOW and had VFR traffic pointed out to him by YOW arrival controller. FAB861 had traffic on TCAS. Subsequently, the VFR traffic started to climb. FAB861 was instructed to level off at an altitude higher than the VFR aircraft, however, FAB861 received a resolution advisory and climbed approximately 1000' above his altitude at the time. After commencing the climb, FAB861 had the traffic visually. Ops. Impact -- none.
