Summary
1995-08-13: ACA135 was climbing through 14,500' to FL280. ACA196 was on a profile descent into Toronto (LBPIA) (CYYZ). At a location approximately 40 NM northwest of Toronto, less than minimum separation was utilized. ACA196 was deviating due to weather and could not turn back on course. ACA135 had ACA196 on TCAS. Ops. impact -- none.
