1995-07-27: The Bearskin Airlines aircraft (operating as BLS374) was on the landing roll on runway 11 when the flight crew applied brakes to avoid a Voyageur Airways Limited aircraft (C-FBGS) on the take-off roll on runway 04. C-FBGS took off without a take-off clearance. Ops. impact -- local VFR traffic restricted/suspended until relief controller available (total suspension approximately 30 minutes).
