Incident at TORONTO / BILLY BISHOP TORONTO CITY AIRPORT ON (CYTZ) (TCAS alert, Conflict - loss of separation, Communication navigation surveillance/air traffic system, ATM - other)

Summary

1995-07-06: ONT340 departed Toronto (City Centre) Airport (CYTZ) runway 26 on an IFR clearance with VFR departure to Ottawa (M-CIA) (CYOW). C-FGPK, 5-6 miles southwest of the airport, was given a straight-in approach for runway 08. c-FGPK was requested to report three (3) miles west. ONT340 was approximately 3/4 mile west of the airport (in a left turn) when C-FGPK was 1½ miles west of the airport (heading northbound). Traffic was passed to C-GFPK only. C-FGPK had ONT340 in sight. There wasn't time to advise ONT340 of the incoming traffic due to ONT340 already being in the turn southeast-bound and the speed of C-FGPK. C-FGPK passed 3/4 mile west of ONT340. Both aircraft were at approximately 1,000 feet. Ops. impact -- unknown.
