At 2015, CRQ818 reported final for runway 21 and C-FIXO reported on the left downwind for runway 21. CRQ818 advised they were breaking off their approach as they were too high, and turned to the west to circle around and follow C-FIXO. On turning west, teh flight crew of CRQ818 spotted C-FIXO ahead of them on a right downwind for runway 21. CRQ818 maintained a lower altitude to avoid C-FIXO. Both aircraft landed without incident. The pilot of C-FIXO advised that he had always been southwest of the airport, had actually joined the right downwind for runway 21 and apologized for the error. Ops. impact -- unknown.
