Incident at WINNIPEG / JAMES ARMSTRONG RICHARDSON INTL MB (CYWG) (TCAS alert, Conflict - loss of separation)

Summary

1997-03-27: An operating irregularity between ACA 858, a B767 enroute IFR from Winnipeg to London - Heathrow, cleared to 10,000 feet and CDR 1308, an F28 enroute IFR from Saskatoon to Winnipeg cleared to 11,000 feet. ACA 858 departed Runway 18 and was cleared to the west to avoid heavy CB activity, before proceeding on course. CDR 1308 descended below 11,000 feet to 10,300 feet without an ATC clearance and conflicted with ACA 858 approximately 20 NM west of Winnipeg. The aircraft passed with approximately 2 miles lateral separation and 300 feet vertical separation. UPDATE: The F28 (C-FCRU) crew advised that they encountered moderate to severe turbulence while circumnavigating a CB. When level off at 11,000 was attempted the aircraft continued to descend. Maximum power was applied and a TCAS conflict resolution advisory was received. The aircraft was able to regain assigned altitude.
