Incident at Portage La Prairie Southport,MB (ATS operating irregularity)
Summary
1997-03-21: Due to prevailing wind both Rwy 31L and 26 were active. A sole student (Chopper 10) inbound from the training area requested clearance from ground control to cross Rwy 26 for landing. Coincidently, a Firefly aircraft was conducting touch-and-go landings on Rwy 26 and was communicating with tower control. Tower granted ground control permission for Chopper 10 to cross Rwy 26 and as Chopper 10 began to move, the Firefly called short final for 26 and Chopper 10 stopped short of the Rwy. The Firefly completed the touch-and-go and Chopper 10 then crossed Rwy 26. The incident will be reviewed by appropriate TC and DND personnel.
