Incident at RED LAKE ON (CYRL) (Controlled airspace - unauthorized entry)
Summary
1997-03-21: Sabourin Airways, BE99 was IFR to Red Lake from Deer Lake RR10 7000 ft. PAG616, BE95 was inbound Red Lake from Winnipeg R6 at 5000 ft. The pilot of PAG616 descended from 5000 ft. to 3000 ft. without an ATC clearance when approx 25 miles from Red Lake. ATC instructed the pilot of PAG616 to climb to 5000 ft. and not to cross the Red Lake 15 DME ARC until level at 5000 ft. A preliminary investigation is in progress.
