Incident at 60 NM West of Goose Bay (ATS operating irregularity)


1997-03-20: AT 2210 PVR531 on a IFR flight out of Harve ST-Pierre Que. to Goose Bay called LB sector at 60 NM West of Goose Bay. Aircraft reported in at 7000 feet IFR. Gander ACC had an estimate on the aircraft at 9000 feet from Montreal ACC. When questioned, the pilot stated he decended to get between layers. The controller requested the pilot call Gander ACC after landing. AT2250z the pilot called and stated he encountered icing and turbulence 140 miles from Goose Bay at 9000 feet. Unable to raise FSS or ACC he broadcast his intentions on 126.7 and decended. This happened in uncontrolled airspace. The pilot attempted to contact Gander ACC at 100, 90, and 80 NM from Goose Bay but was not successful until 60 NM. Gander ACC worked aircraft in the area all day without any other communication problems. TSB evaluating.
