Incident at Red Deer (Communication navigation surveillance/air traffic system)

Summary

1997-10-16: FSS noticed a/c turning short final Rwy 34. No contact with aircraft who did a missed approach and then turned downwind left Rwy 34. GTQL C172 at 6000 feet was given IFR clearance for an approach to Red Deer. FSS passed NORDO traffic to GTQL who had not yet started his descent. GTQL stayed at 6000 feet until FVVL landed Rwy 34. Pilot of FVVL advised he had a communication failure. Weather at time was SVFR.
