Summary

1997-02-13: GFEM was cleared CVFR 13.5T and to maintain. CDN621 B737 at 12.5T received TCAS warning as GFEM unexpectedly started to descend. CDN 621 reassigned to 11T. Both aircraft came within 2 miles laterally and 800 ft. vertically.
