A/C OVERSHOT LOCALIZER TO EAST AND TURNED WESTBOUND IN A STEEP DIVE, CROSSED FINAL TO RWY 16 AND APPEARED TO BE ATTEMPTING TO LAND RWY 10. NO COMMUNICATIONS WITH A/C. CDN672 (B737) CAME WITHIN 1 MILE OF GCCP LANDING RWY 10. CDN CALLED TOWER AND WAS OVERSHOT.
