Incident at Iqaluit

Summary

1997-09-16: The aircraft departed at 2012z for circuits on RW18. The FSS was unable to contact him later to pass traffic information. At 2025z the aircraft reported on down wind and landed. It took off again at 2040z for circuits on RW18. It later was observed leaving the circuit to fly low over the city with no communications. At 2051z, FAB867 was taxiing for take-off and FSRQ was observed on the ground at the side of the runway. Security was dispatched and informed the FSS that the aircraft was out of fuel.
