Summary
1996-02-22: At 2011Z when ASF901 asked to taxi for local IFR (flight test) the controller considered the flight VFR because there wasn't an IFR flight plan. At 2018Z, ASF901 departed IFR without IFR clearance. The error was detected at 2037Z when ASF901 asked for an IFR approach. Weather: 7 SCT 38 SCT E100 BKN 210 OVC VIS 30 IN VERY LIGHT RAIN.
