Incident at SEPT ILES (ATS operating irregularity)
Summary
1994-02-02: B747 TOW31 WAS CLEARED SCROD DIRECT BOBBS NA210 TOPPS JKF AT FL350. THE A/C ACCEPTED AND READBACK THE CLEARANCE AND PROCEEDED TO BOBBS INTERSECTION. A REPORT WAS REQUESTED FROM THE A/C AT APPROXIMATELY THE TIME IT WAS TO BE AT BOBBS. THE PILOT REPORTED OVER BOBBS AT 0910Z BUT SUBSEQUENTLY FOLLOWED A TRACK THAT TOOK THE A/C TO A POINT 40 MILES NE OF QUEBEC CITY NOT ON HIS ROUTE AS CLEARED. THE A/C CROSSED SEVERAL OTHER A/C AT THE SAME ALTITUDE. MONCTON RADAR WAS SHUT DOWN FOR A SOFTWARE LOAD. THE A.C WERE BEING CONTOLLED WITH PROCEDURAL NON RADAR CONTROL. TSB INVESTINGATING.
