Incident at VICTORIA

Summary

1996-05-02: CF-VHI reported inbound at Active Pass, but did not follow circuit joining instructions. The pilot called controller on a close left base and was instructed to do a right turn to follow an aircraft, #3 on a 3 mile final. The pilot advised he had the aircraft in sight but in fact this was the #2 aircraft. He cut in front of the #3 aircraft and turned outbound to follow him. At 2144Z, CF-VHI landed runway 09 and was instructed to contact Ground Control after exiting the runway, but the pilot ignored this instruction and taxied to the east side on "E", crossing runways 13 and 02 without clearance. A C337, N802A, had been cleared for takeoff on runway 02 and flew over the top of CF-VHI with about 15 ft. clearance.Air1: CF-VHIAir2: C210Air3: PRIVATEOccurrence: NEAR MISSClass: EECategory: 312
