Incident at Vancouver, BC


1997-04-14: The pilot descended below the crossing limit at HARRAS intersection on approach into Vancouver. When questioned by the controller, the pilot told him that the previous controller had rescinded the restriction. The ACC Shift manager checked the tapes and found this not to be true.
