Incident at Toronto, ON

Summary

1997-11-18: HLO101 departed runway 33 and advised the control tower that he needed to return (no ERS requested). Subsequently, the pilot declared an emergency with a door open and smoke in the cockpit. An attempt was made to coordinate a straight in approach on runway 15. ERS was dispatched. Arrival could not respond to the nature of emergency or advise of the arrival runway. As ERS vehicles were outbound, it became apparent that HLO101 would land runway 06L. Vehicles were rerouted. Aircraft landed safety and ERS was released. Ops. Impact -- OEL1941 delayed six minutes; ACA878 delayed three minutes.
