Summary
1997-04-10: UAL1878 (B737) was level at 16,000' ASL, deviating around weather 26 miles south of Toronto. KHC500 (LR24) was deviating around weather with a descent clearance to 17,000' ASL (verified by audio tape). As the traffic converged, traffic was exchanged. KHC500 descended below its altitude. The controller turned the aircraft and passed traffic. UAL1878 had and followed the TCAS resolution advisory. Ops. Impact unknown.
