Incident at TORONTO / BILLY BISHOP TORONTO CITY AIRPORT ON (CYTZ)

Summary

1997-03-17: Pilot telephoned the control tower and requested permission to depart NORDO to Baldwin. He was given instructions to taxi to the holding bay and face the aircraft towards the tower. He was to flash his landing light when ready for departure and look for the appropriate light signal. The aircraft was observed taxiing onto runway 24 without authorization by light signal. He was given a green light at that time to get the aircraft airborne and out of the way. Ops. Impact none.
