Incident at vicinity of Toronto International (LBPIA)

Summary

1996-02-01: ACA873 (unknown Air Canada aircraft), was established on the localizer for runway 24L. GOYJ was visual, orbitting 2-3 miles south of 24L localizer. ACA873 had a TCAS alert and started to climb. At the same time, there was a power loss and the arrival frequency failed momentarily. GOYJ was far enough south of the localizer that the aircraft was not a factor. OPS impact--unknown.
