Incident at Gillam, Manitoba (Incursion - runway - vehicle, ATS operating irregularity)
Summary
1998-01-02: The pilot of C-GZBW, a Piper PA32 was inbound to Gillam, estimating at 2203Z, received airport advisory at 2157Z. A loader #230 was operating on runway 05/23 at Gillam and the aircraft was not advised of the vehicle on the runway. The vehicle was not instructed to leave the runway until the aircraft reported the vehicle in sight at approximately 2202Z. The aircraft's operations were not significantly hampered other than the pilot advised that he would slow it down enough to enable the vehicle to exit the runway, prior to the aircraft landing. The FSS instructed the vehicle to leave the runway. The vehicle reported off the runway, and the aircraft landed safely.
