Incident at Norway House, MAN (Public complaint, Alleged Canadian Aviation Regulations (CARs) infraction)

Summary

1997-10-22: The pilot of flight CAV1550, a King Air BE20 was inbound to Norway House on an IFR clearance. The pilot of PAG106, a Metro SW4, reported airborne off Cross Lake, Manitoba requesting IFR clearance to Winnipeg. PAG106 was observed climbing in front of CAV1550. Pilot reports and actual weather indicate the conditions were IMC. CAV1550 and PAG106 were both in controlled airspace and PAG106 did not have a clearance. The CAV1550 pilot made a phone call complaining about PAG106's actions.
