Incident at Thompson (ATM - ILS irregularity)

Summary

1997-10-21: Three separate NOTAMs were issued at Thompson (CYTH) regarding Runway 05. (1) The first 2800 ft of Rwy 05 closed due to paving. (2) The approach lights for Rwy 05 were unserviceable. (3) The ILS on Rwy 05 was unserviceable daily from 1400Z-2330Z. ILS available when the ceiling was below 500 ft with one hour PNR. All three NOTAMs were interrelated. The paving operation required the closure of 2800 ft of Rwy 05. The approach lights were unserviceable because of the displaced threshold of Rwy 05 and the ILS was off because the paving vehicles on the runway could interfere with the ILS signal. On October 14, 1994 the weather deteriorated below 500 ft and a request was received for the ILS. It was over two hours before the ILS was restored to service. One flight diverted to Gillam and some other flights were inconvenienced.
