Incident at DRYDEN REGIONAL ON (CYHD)

Summary

1997-09-18: The pilot of N6242Q, a twin engine Cessna 310, landed at and cleared Customs with officials at Fort Frances. Prior to departure the pilot phoned Kenora FSS and received a weather briefing for Dryden. At 1807Z the pilot reported to Kenora FSS that N6242Q was down wind for a landing on runway 23 at Dryden. The aircraft was then issued a special (SVFR) since Dryden was 900 broken and 15 miles at the time. The pilot had not filed a flight plan nor had he advised Kenora of his position until the aircraft was in the circuit at Dryden.
