Incident at WINNIPEG / JAMES ARMSTRONG RICHARDSON INTL MB (CYWG) (ATS operating irregularity)
Summary
1997-04-10: An operating irregularity occurred 120 nautical miles north of Winnipeg when Perimeter Airlines flight 206, a Swearingen SA226 Metro II aircraft departed Island Lake, Manitoba and was cleared to the Winnipeg Airport to maintain 16,000 feet in controlled airspace. Flight 206 was a non-scheduled passenger flight and estimated arriving in Winnipeg at 2301Z. Perimeter Airlines flight 610, also a Swearingen SA226 Metro II, had departed God's Narrows, Manitoba, earlier and had also been cleared to the Winnipeg Airport via AR7 at 16,000 feet. Flight 610 was a scheduled passenger flight and estimated arriving at Winnipeg at 2255Z. The required separation standard in the circumstances is 10 minutes. When the two aircraft targets appeared on the Winnipeg Centre North Sector radar screen, the aircraft were 17 miles apart, with a separation of 4 minutes. Flight 206 was cleared out of 16,000 feet and descended to 14,000 feet. The controller involved reported that he had miscalculated flight 610's estimated time abeam Gimli, Manitoba. Air Traffic Services will not be conducting a Fact Finding Board.
