Incident at REGINA INTL SK (CYQR) (ATS operating irregularity)

Summary

1996-10-29: United 882, a Boeing 747, was en route from Narita, Japan, to Duluth at flight level 370. Canadian 984, a Boeing 767, was en route from Vancouver to Toronto, also at flight level 370. At approximately 1806Z, United 882 queried the Broadview sector controller about traffic in his vicinity. The controller responded by clearing United 882 to maintain flight level 390 and Canadian 984 to maintain flight level 350. Radar data analysis indicated the aircraft crossed flight paths with less than 2 miles lateral separation. Vertical separation was not achieved until after the aircraft had passed each other.
