Summary
1996-10-22: An American registered Ted Smith Aerostar departing on an IFR plan to Duluth Minnesota taxied across runway 18 at the St. Andrews airport enroute to runway 13. An Aero IV, C-GFOX, who was on a short final to runway 18 was forced to pull up and go around.
