Incident at West of Winnipeg

Summary

1996-02-22: The transponder on Musket12 was unserviceable. Musket12 was on the AMBIL 3 arrival and ABL950 (BA46) was on the RAPPA 4 departure form Winnipeg. Lateral separation was assured. Musket12 was descending to 11000 ft and ABL950 was climbing to FL310. When Musket12 appeared on radar as a primary target, he was south of course abeam ABL950. The two aircraft passed approximately 5 miles laterally with Musket12 at FL270 descending and ABL950 at FL200 climbing. Procedural separation was not assured.
