Incident at Winnipeg

Summary

1996-01-18: A loss of separation occurred when the B737 was cleared to depart on runway 31 with the SW3 was on a tight left base for runway 07. The controller's supervisor noticed the potential conflict and the controller advised the SW3 to go around. The SW3 passed about 300 feet over runway 31 while the B737 was beginning its takeoff roll. The SW3 was about 1500 feet east of runway 31 when the B737 passed the intersection of runway 31 and 07. Tower radar facility was unserviceable at the time.
