1996-01-17: The pilot was given an IFR clearance from Wabush to Sept-Iles, P.Q. with a departure clearance from runway 01. The pilot incorrectly read back runway 19. The FSS specialist tried to correct the readback error but the pilot did not understand and departed runway 19.
