Incident at Saint John, N.B.
Summary
1996-01-16: Aircraft cleared Saint John straight in ILS rwy 23. Clearance read back and aircraft changed to FSS frequency. JDI was #1 with DH8 being vectored behind for #2. JDI observed on radar to be circling for a landing on 14. FSS explained that pilot said he was cleared for straight in and would circle if he could. Upon contact with pilot he stated that he requested a circling for rwy 14 and received that clearance.
