Summary

1997-09-16: Pirate 01 was cleared by ATC to operate in the "Liverpool Block" special use airspace. The aircraft was observed on radar, leaving the assigned airspace and proceeded to within 7 miles or Air Nova 840, Dash 8 enroute Halifax to Yarmouth at 16,000 feet. Unable to communicate with Pirate 01 who was supposed to be communicating with Military Control (ROCC East).
