Incident at Approx 62N/35W (ATS operating irregularity)
1997-02-13: DLH 455 (B747) requested climb from FL350 to FL370. Prestwick control intercepted the message and called Reykjavik for approval to climb. Prestwick then called Gander and advised that both they and Reykjavik approved the climb. Although a trial probe by Gander indicated a conflict alert, the controller disregarded the alert and cleared DLH 455 to climb. Gander assumed that since both Prestwick and Reykjavik had approved the climb that they must have the traffic on radar. A subsequent call to Reykjavik confirmed that they did not have radar, and that FL370 was not available. The aircraft was recleared to FL 350. TSB evaluating.
