1993-12-04: PA31 TORONTO ARWYS C-GBDN & C150 TORONTO ARWYS C-GMXW - GBDN REPORTED TAHT AN A/C HAD PASSED WITHIN 100' WHILE HE WAS ON FINAL RWY 33. A/C WAS IDENTIFIED AS GMXW, WHO WAS CARRING OUT CIRCUIT TRAINING. GMXW HAD APPARENTLY ENCOUNTERED AN ELECTRICAL FAILURE. GBDN CONTINUED FOR LANDING AND GMXW LANDED RWY 33 WITH VISUAL SIGNAL AIDS. OPS IMPACT - 2 VFR A/C DELAYED. TIME = 0257Z. ACTION = PAX, PAH, PAR.
