WHEN BE20 WAS 2 MILES S OF CDN822, CONTROLLER NOTICED A/C HADN'T LEVELED OF AT 5000', BUT AT 5500'. CONTROLLER INSTRUCTED BE20 TO DESCEND BACK TO 5000'. REPORTED WX - VMC WITH 12 M VIS.
