1993-09-01: ULTR LAZAIR SER. II FLOAT C-IHCY - PILOT WAS PERFORMING CIRCUITS ON BAY. ON THIRD CIRCUIT, A/C NOSED OVER & DOVE INTO WATER FROM 30-40 FT AGL. WITNESSES ADVISED THAT A/C'S ENGINE WAS RUNNING. APPEARED TO BE NO MALFUNCTION. 1 SOB SUFFERED BROKEN LEG. SUBSTANTIAL DAMAGE. TIME = 1910Z. ACTION = PAR, PAH, PAE, TSB.
