TORONTO TSRA ALSO CONFIRMED NO CONTACT. 3 MINUTES EARLIER, A C172 DEPARTED RWY 15 ON A VFR FLIGHT PLAN. TORONTO AIRWAYS RAMP DISPATCH CONFIRMED THE A/C'S REGISTRATION & THAT THE PILOT HAD STATED A MIDNIGHT LOCAL DEPARTURE WAS PLANNED. NO FLIGHT PLAN WAS FILED (IFR OR VFR). TIME - 0340Z. ACTION - PAP PAE TSB.
