Incident at SAULT STE MARIE (ATS operating irregularity)

Summary

1998-05-08: C172 C-GCZJ & C152 C-GTGI - A RWY INCURSION OCCURRED BETWEEN C172 AND C152 WHEN THE C172 WAS CLEARED BY A STUDENT CONTROLLER FOR T/O ON RWY 29 WHILE C152 WAS CONDUCTING TOUCH-AND-GO IN THE OPPOSITE DIRECTION ON RWY 11. AS THE A/C TAXIED ONTO RWY 29, THE T/O CLEARANCE WAS IMMEDIATELY CANCELLED BY THE INSTRUCTOR CONTROLLER, AND C172 WAS INSTRUCTED TO EXIT THE RWY. C152 LANDED AND CAME TO A FULL STOP WEST OF THE INTERSECTION OF RWY 04/22 WITHOUT FURTHER INCIDENT. OPS IMPACT - UNKNOWN. TIME = 2032Z. ACTION = PAX, PAE, PAR, TSB.
