Summary

1998-01-21: C310 TWIN CESSNA C-FRSP - A/C WAS CLIMBING OUT ON DEPARTURE WHEN PILOT HEARD THUMP AND THOUGHT HE EXPERIENCED MINOR BIRD STRIKE. ON LEVELLING OFF, PILOT ATTEMPTED TO REDUCE PROP RPM BUT RIGHT PROP DID NOT RESPOND. PILOT SAW RIGHT PROP SPINNER MISSING. UNABLE TO CONTROL RIGHT PROP RPM. DIVERTED TO ST ANDREWS, LANDED SAFELY. PART OF PROP COUNTERWEIGHT CLAMP AND SPINNER FOUND ON RWY AT WINNIPEG. SUSPECTED THAT CLAMP ON McCAULEY D2AF36C-48 PROP FAILED ON T/O. PRELIMINARY DATA INDICATED THIS IS NOT ISOLATED OCCURRENCE. TC IN POSSESSION OF PARTS AND SDR HAS BEEN SUBMITTED. TIME = 1800Z.
