Incident at DRYDEN

Summary

1998-01-14: C182 SKYWAGON N71051 - THE A/C ON AN IFR FLIGHT PLAN DEPARTED DRYDEN IN IFR WX WITHOUT ANY RADIO CONTACT WITH KENORA FSS, ON THE DRYDEN RFSS FREQ. THE A/C WAS OBSERVED BY AN A/C(PA31) ON THE GROUND TO TAXI OUT ONTO THE RWY. THE PA31 INFORMED KENORA FSS OF THE A/C AND BOTH THE A/C AND KENORA FSS ATTEMPTED TO MAKE RADIO CONTACT. THE PA31 OBSERVED THE C182 GET AIRBORNE AT 1712Z AND INFORMED KENORA. THE C182 CONTACTED KENORA FSS AT 1715Z, CALLING 'KENORA CENTER' AT 3100 FT REQUESTING CLEARANCE. THE A/C WAS DESTINED FOR INTERNATIONAL FALLS. TIME = 1712Z.
