1998-01-06: AT 1614Z PRIMARY & SECONDARY RADAR DISPLAY INFORMATION ON SEVERAL DEPARTING A/C WAS NOT AVAILABLE FOR APPROX. 10 MINUTES. THIS PROBLEM HAS OCCURRED ON PREVIOUS OCCASIONS. THE FAULT LIES WITH THE PLOT EXTRACTOR. AT THIS POINT A SOLUTION IS NOT AVAILABLE. TECHNICAL STAFF ARE IN THE PROCESS OF RESTORING ASR5 SECONDARY TO CERTIFICATION STANDARDS AS THE WINNIPEG RAMP RADAR IS CONSIDERED UNRELIABLE IN ITS PRESENT STATE. IFR DEPARTURES FROM WINNIPEG ARE TO ANTICIPATE DELAYS OF UP TO FIVE MINUTES BETWEEN FLIGHTS DEPENDING ON HOW WELL THE RAMP RADAR FUNCTIONS. THIS RESTRICTION WILL REMAIN IN EFFECT UNTIL THE ASR5 RADAR IS RESTORED. TIME - 1614Z. ACTION - NIL.
